18 months is way out of the time frames Vodafone state.
At the longest it can be 10 days if they have to acquire a code from the manufacturer or in the case of iPhone's it can occasionally be 30 days as it's Apple that unlock them centrally after Vodafone ask them.
What have you been advised @Never_again_VF as to why this is taking so long ?
