Hi just bought a new Apple Watch and took out a one number subscription but mobile data is not working on the watch despite it saying it is all set up. Have spoke to Apple and they have advised me all my settings are correct so I am stumped.

Yes it is active.The one number is active but not linking to my new watch

as per my earlier message
this was what i did
Unpair the watch and repair it again. Get right to the stage where you have set up the watch then turn off wifi on the watch and put the phone in airplane mode. It forced the watch to look for a network.
