It’s clearly an account issue rather than anything to do with device compatibility. Visual voicemail has been available on all iPhone models since the original.
Perhaps providing some indication as to when it will be rolling out to all accounts, or an explanation as to why it isn’t currently available on some accounts would be more helpful.
If it’s anything like the mess that WiFi-calling and One Number infrastructure were at launch then I’m not holding my breath for a working implementation anytime soon.
