Why is my Apple Watch cellular not working in France?

I am in France and my Apple Watch 5 Cellular isn’t connecting to the local phone network. Why?

Is any relevant phone connected using your Vodafone Uk roaming options @Shano121 

I appreciate your having issues with your watch.

Unfortunately when roaming in another country it's not an easy process trying to find out  / troubleshoot as to why something is not working as Vodafone Uk have no direct access to a foreign network.

Vodafone Live Chat  can check your account and ensure no roaming bars are in place.
