I have a new Samsung Galaxy S4 which i have recently upgraded to. my old Samsung Jet worked perfectly through Sure Signal, but although there appears to be a full signal to the phone I cannot make calls as the phone is locked down to 'Emergency Calls Only'.
I contacted Vodafone Service Desk and they kept me waiting for 20 minutes before taking down the details of the serial no. etc on the box and then confirmed that all would be well in an hour, but sadly, 2 days later, it is still the same.
Is this something to do with the phone or an issue with the Sure Signal?

VSS Traceroute command
On a PC:
Click on Start and select Run
Type CMD into the Run box and press enter/click ok
A black box will appear.
In this box type tracert 212.183.133.177 press Enter
Paste the output of this command into your reply.
This will help us get the quickest possible resolution for you.
