The free Payg sim card you can order comes with a number attached yes.
If a person needs another sim card because theirs is the wrong size or is damaged then any Vodafone High street Stores can replace the SIM Card via a SIM Swap to a blank sim card. I.e. no number is assigned to it.
Or customer service can send a blank sim card through the post so you then can do a SIM Swap yourself.
