I have had the same SIM for my iPad since 2010 when the first generation was released. My iPad is able to receive 4G, but if I enable it on my iPad 4 (Retina) it does not work saying that it is not supported.
I sent a Tweet to the Vodafone "support" people who referred me to the web site that tries to sort out general network issues. As much use a chocolate teapot.
My guess is that I need to update the SIM card, but since Vodafone seem to be unable to read questions, I was hoping that someone can verify or not if this is the case.

GSM 850 / 900 / 1800 / 1900 - A1459/ A1460
CDMA 800 / 1900 / 2100 - A1460
3G bands HSDPA 850 / 900 / 1900 / 2100 - A1459/ A1460
CDMA2000 1xEV-DO - A1460
4G bands LTE band 4(1700/2100), 17(700) - A1459
Vodafone 4g operates off band 20.
GSM/GPRS/EDGE 2G
1800 MHz GSM/GPRS/EDGE 2G
900 MHz UMTS/HSDPA/HSPA+/DC-HSPA+ 3G
2100 MHz UMTS/HSDPA/HSPA+/DC-HSPA+ 3G
800 MHz LTE 4G
2600 MHz LTE Advanced
I think that's why is saying it's not supported for 4G.
