It almost certainly is. It's often advisable, and sometimes essential, to do a factory reset after a system update and this particularly seems to affect Samsung devices. Make sure you content is backed up and your contacts and calendar fully sync'd first. If you have an external sd card, remove it as the process sometimes formats it.

Most of my stuff backs up to Google - apps, settings, WiFi passwords etc.
I do however use SMS Backup+ to back up my SMS messages to Gmail and restore them from there.
You can also use Samsung's Smart Switch for PCs (instead of Kies) - it does back ups to and replaces Kies.
If the factory reset doesn't work, it sounds like a hardware problem and the phone would need to be sent off for repair. I would recommend using a Samsung Repair Centre as I have found them to be pretty quick

Smart Switch completely replaces Kies and is a lot better. I can't comment on the back up functionality as I prefer to do a completely new install of the device, only installing the apps I need and manually copying my important files across.
I am not sure if it will put everything back to the way it was before. Google seems to do most of that - I wiped my partner's phone last night and Google restored the ringtones, wallpapers, apps, WiFi networks and passwords. But things like the folders had to be manually created again.

Is that going to restore everything for you? Who knows - it is about as clear as mud! My guess is that is it going to focus on the key stuff like settings, ringtones etc - I don't think you are going to get it creating that folder that you had on the homescreen.
