I'd definitely say that this is a problem with the Vista laptop, I'm confident it can be resolved though

I'm not sure if tech have tried this possible solution with you, if not I'd definitely give it a go. Basically, the K3760 modem can have difficulty installing correctly if there's a mass storage or composite USB driver in place, this can be rectified as follows:
-Firstly, ensure that the modem is the only device plugged into a USB port.
-Close all windows and then go to Start > Control Panel > System > Device Manager
-Click on the + next to Universal Serial Bus Controllers
-If you see a mass storage device or composite device then right click and press uninstall
-Unplug the modem, wait 10 seconds and plug it back in
-If all goes well then device manager should bounce up and down and all the drivers should be installed
-Assuming this works then VMC will install as well and you'll be able to connect
