Re-register of Sure Signal

Good afternoon,

I have recently purchased a Vodafone Sure SIgnal (Serial Number 40113603217), the seller assures me that he has de-registered it, but upon attempting to register it, the site informs me that it is already registered?

Can you please help? I have contacted the seller to reconfirm that he's de-registered?
