It sounds like the original owner has not deregistered the device from the account.
In this instance, you will need to go back to the seller. Its a simple process to deregister the Sure Signal. If the seller no longer has an account, all that needs to be done is for the original user to contact Vodafone using Live Chat and make the request.
As soon as that has been done and confirmed, you will be able to register to your account.

This is why I asked if it was new or 2nd hand.
Can you speak to the original owner and ask them to double check they have properly de registered.
If they no longer have a Vodafone account they'll need to speak to customer service via phone or live chat.
