Was this in a Vodafone store or via their repair centre ?
What was reset ?
Typically a person needs the Apple ID Password to perform a erase all contents and settings.
If this was in a store you could ask to speak with a manager.

Please give us some more information. How did this happen? What were the circumstances?
Have all settings and data been erased from the phone?
Any backups in place?
