Hi pscotter,
Your trace route is spot on! .... 85.205.0.86 is the Vodafone servers in Germany, from there on it is a secured firewall.
Looking at your speed, A download speed of 0.29 Mbps is too slow for the Sure Signal to operate reliably.
Try rebooting your router and see if that will improve your speed.

0.29 is my upload speed.
My download speed is 6.65 according to the specified tool.
Does that change your view?
If it doesn't, that's unusual, as I've had the same router and service speed set-up for over 5 years, (3 years BT then 2 years Plusnet), with no issues, except for the inevitable occasional hiccups.

Sorry ... my mistake, but it doesn't change my view.
The minimum upload requirement for a Sure Signal is around 0.3Mbps. That doesn't say that it won't work, it just means it wont work reliably.

You say you've had the same set up for over 5 years ...... Unfortunately things change or deteriorate.
With the symptoms that you have given, it means you have lost your connection.
Please check the ethernet cable between the Sure Signal and your router and also check that yours details are still correct in the Sure Signal area of 'My account'.
