When I try to use the 46210 number i'm told that i have insuffiient credit, even though i have plenty, and tht number is supposed to be free. Why is this please?

I've tried ringing 191 and got no joy from the automated nswering system. The rewardl of actually speaking to a human is tantalisingly held out, but seemingly unattainable. 

 Anyone else got any ideas?

If you're calling, option 1 then option 3 can handle anything not covered by the menu. They're available 8am to 8pm.
