I would like to buy a phone to my mum who lives  abroad. Can I buy it Sim free?

Not from Vodafone. You can buy a phone to use with a pay as you go sim but it will be locked to Vodafone.

You may be better served approaching Carphone Warehouse as their phones are typically unlocked even on Payg. Exception is the iPhone which locks out to the first sim inserted. 

Be aware that Manufacturers Waranty are location dependant so check in their T&C that if an issue arises from a phone bought in the Uk that it would be covered in the country a person is in.
