20% Packet loss and less than 5mbps download on Gigafast 900 / CityFibre

I currently have BT fibre broadband. Wanted to move to Vodafone, but website says not available at my address. But when you check the neighbours address, it is available. I am wondering why I can't get it?
Full fibre broadband is available to my house. BT offers all speeds up to 900 Mb.Vodaphone only offers 100 or 200 Mb.Is this normal? Is it due to Vodafone equipment which may be upgraded later?
