Nothing wrong with the SNR, but the low sync suggests line problems. Have you tried in the test socket?
The speed may not go up immediately, but the SNR should increase.
I don't think you have been provisioned on Superfast 1, as your upload is too high for that.

I also think that there are line problems, I feel as if it is highly degraded. Openreach have looked into my line (which was raised by VF a while ago but closed the case as they could not find a solution (annoying when they do that)) and said that there is nothing that they are able to do, this is the best that my line can handle. However on the BT wholesale website it says that I can get up to 58.6mbps even on an impacted line.
To which my instinct is that, if VF can not increase the speed, and openreach said that there is nothing that they can do at the moment (without looking at the inside of the cable), my thoughts are that the line is degraded so much that my speed has decreased over half the speed that I am meant to be getting. Plus the line is 20 years old (2002) and technology has advaced a lot further than then.
Do I ask for a new line to be installed free of charge? What should I do?

It's interesting that your speeds on the BT/Openreach checker are so varied, here are mine for comparison;

The sync speed in your original post is 27.6Mbs, and the lowest handback speed is 32.4 so you are under that, which (if the handback speed means what it sounds like) means they shouldn't be handing it back.
If your sync is lower than Vodafone quoted, they should let you leave penalty free. Although that may not help if it is the line at fault, however some ISP's seem to have greater control over Openreach. i.e., those that are owned by the same company.

Hi, a result to the day (sort of)...
The engineer came, did some tests on the line and found no issues (apparently) and then did some work at the cabinet at the top of the street (he says it is 630m away). And said that the throughput speed is a lot faster (60mbps) to the one at the end, but could not find out why. He also said that there were a lot of connections at the box which may cause the issue.
He switched me over to a different port, and that improved the SNR and the ping (but not the speed really / not to the speed at the top of the cabinet).
I asked him about installing a new line and he said that it would not be possible as Full Fibre is being installed soon. (I do not know if he means generally or in my area as my village is not coloured and no works is being done. But the town that my village is under has colour on it (might be an error). And I asked if I could get one installed anyway and he said that there was no point.
Any thoughts on what my next course of action should be?

It looks like you have had a D.L.M RESET on your line so it's going to take 2 to about 8 days to settle down, don't disconnect your router or the internet
Also, the port should be 80MB+ at the cab so you are 20MB short before the speed even gets to your house. so you need an uplift and shift to a non-faulty port. if its correct what you are saying

we also need to know the information below in order to help you more
what is your Vodafone min guaranteed speed because you have said in your post above that Vodafone minimum guaranteed speed is 50MB also 40MB. and your pic of the broadband checker seems to say a minimum of 32.4
what speed does your next-door neighbour get, you can check here .put your next-door address in and look at the observed speeds and date

I assume that he means the line at the start (cabinet) is at 60mbps as the VDSL Range A shows the max is 60mbps. He said that he put my line in a new port.
What I meant in my previous message is that the start / cabinet speed is 60mbps and the end / property speed is 28.5mbps (-210% decrease in speed)
My Vodafone Min Guarantted speed used to be 50mbps but was decreased to 40mbps without my permission or even knowledge / notice.
