can a data only sim have a public ip address

Is there anyway to have a public ip address (can be dynamic doesn't have to be static but must be public) to a data sim? I know from other posts this wasn't possible several years ago but surely it is now?

You already have a public IP address, otherwise you wouldnt be able to connect to internet at all.
A local IP cannot connect to the internet on its own.
You'll have two IP addresses.  A local one, and a public one.

Example of Local - 192.168._._
Example of Public - 148.___.___.___

Without these two you wouldnt have any internet.

So go to a browser, and search for 'My IP address'
You'll find, this is different to your Local IP address.

And why does everyone have to go a social media website, like Facebook, to resolve a problem?  What is wrong with resolving issues within your own forums?  I cant get my head around that.
What happens if people dont use Facebook?  They cant get their internet fixed?
