If you have followed the set up procedure here: Getting Started with Mobile Broadband and are still unable to access the internet, please speak to Vodafone through customer service channels and they will get you online.
I would also refer you to device guides here: Device guides R219 I can only find the R219, I would assume the R219z is an updated device.

Are you able to insert the sim card into a phone to see if it works that way as a process of elimination.
If it does then the unit your using maybe faulty.

If you're unable to connect to the Vodafone network, try these troubleshooting steps first:
Restart your device. Turn your device off and on again.
Check your network coverage. Check the network coverage in your area.
Check for scheduled network maintenance or outages.
