Using Vibre with an iPad

I have an ipad with an unlimited data plan on Vodafone. I have been using vibre to make phone calls with it and the service so far has been great except for one thing. That is I can’t seem to receive any incoming phone calls. The problem seems to be with Vodafone’s end and I just wondered if anyone had an idea on how to receive calls?
