I was in a phone conversation today with a person from another country and got cut off a few times. Connection would come back after few seconds but when it came back the second time I just heard the whole conversation played back to me! It was so weird. Same thing happened to my husband this morning. Anyone ever experienced that?? Are we being recorded? Is someone spying on us??

Usually if a call conversation is being recorded the business will advise as such and perhaps say it's for training purposes @Eprocho
Each country has its own rules.
In the Uk as far as I'm aware it's OK to record a conversation as long as it's for your own use.
Some phones have the facility and some don't.
Apps are available.
Perhaps speak to the person you called to ask if they proactively record calls.

The most likely explanation for this would be a buffering error between Vodafone and the overseas network transmitter and the cell just relaying the saved converation after you temporarily lost connection.
I doubt it means that the conversation was being recorded or monitored by Vodafone or the overseas network.
