Wake on WAN issues

Hi guys I've just joined, previous ISP was Virgin Media.

I have a server I use for Plex and other things that I leave in Sleep. I like to wake it using a Magic Packet.

It worked fine for years with my previous ISP router and I'm now using Vodafones Router.

I can get it to wake the server when on the same network, Wake on LAN.

But when connected to mobile internet out of the house (4G) it won't wake.

I've forwarded Port 9 as usual, I'm using all the same WakeOnLan app on android I've been using for years.

I've tried disabling Router firewall. Is there a setting on the router I'm missing?

Unless you've had Vodafone set up a static IP for you, then you'd need to use a Dynamic-DNS (DDNS) service such as No-IP.  If you don't then every time the router is restarted, your WAN address will change and you'll lose the ability to wake the server.

*Personal preference, I actually prefer the security benefit of using a DDNS over a static-IP

I do plan on either asking Vodafone for a static IP (doubtful) or using a DDNS, but I can't even get it to work whilst the IP stays the same atm. Any ideas what could be blocking the packet on the router? It will randomly work like 1/100 tries which is strange, usually within a few seconds of it going to sleep, any longer and it no longer responds to requests.

Okay I setup a DDNS, it woke twice in a row whilst my phone was on 4G, now it won't wake again. It's like Port 9 only stays forwarded for a few seconds after the PC goes to sleep then it becomes blocked.

Any ideas?

:Edit:

How come when I disable the Firewall it still shows up in the event log as blocking stuff? I really would like it to ACTUALLY be disabled whilst I trouble shoot this. I even rebooted the router, the UI says it's off but event log says otherwise.
