When you pay using a card the money is ringfenced as a pending payment with your account showing your available balance and pending payments and will be claimed by the merchant the following working day.
You may well find that there was a delay as there sometimes is adding credit and the original top up went through in addition to the second top up added by live chat. If the two transactions show on your bank account you have what your paid for, £15.00 for the first top up, plus the £15.00 top up added by live chat.
Fortunately, you will not have to worry about having the credit availble for next months Big Value, this will already be on your account.

But as I said on chat, I dont want the credit on my account, I need it back in my bank, it has taken money I needed for bills

I understand and agree that if money has been taken via a glitch it should be returned back to the person's bank account and not added for the next time you need to refresh your tariff @Tinapike
Have a word with customer service on 191 or the Vodafone Social Media Teams via Contact-us-for-account-specific-queries for assistance.
I don't think your bank can help but it's worth asking them anyway.
