Currently in usa and online chat is unavailable.
Have been charged twice for data on the same day, 2 lots of £6.

You need to refer to the Global Roaming Terms and Conditions here: Global Roaming Terms and Conditions. The section on charges, paragraph 4 may answer your question.
However, at the moment it will only be an unbilled charge, when you have received your bill if do not agree with the charge, please contact Vodafone through the Customer Service channels and they will be able to help.
