I am a Vodafone UK customer currently on vacation in Jamaica.
I can receive incoming calls.
When I attempt to make an outbound call, I hear an automated voice stating that calls from this number are barred from making out going calls.
I have removed all relevant controls on my account.
I have roaming enabled.
I have purchased extra addons.
Still no joy.
Any suggestions?

You don't need a roaming extra for Jamaica, when you return you need to ask Vodafone to refund the cost of the extra. Depending in when you purchased your plan the charges are on this link Roaming Charges
The first thing to check will be the Spend Manager, this may need to be increased, you can check this from the App or online account. You can also try completing a manual roam, you are able to roam on any network where you are able to get a connection.

I have set a limit of £10 through the Spend Manager.

You need to increase the limit a lot more @Andrew2024, £10 is inadequate. Increase the limit to at least £50 to take care of any roaming charges. You can put it back when you return home

Are the symptoms identical across other local networks? Use manual network selection to check.

Hi again
There is only one other local network, which is called DIGICEL. I am unable to register on that network.
I increased my spend cap to £50.
I received a text message acknowledging that request. I then restarted my phone and I still get the same error, when trying to make an outgoing call
