Do Vodafone offer a way of managing our mobile usage globally? we have staff all around europe that need to be managed from a central UK based accounts payable dept.

You cannot combine an account from a country in Europe with a UK account, you would need to set up an separate account for each company and manage the accounts individually. The only thing Vodafone Spain would have in common with Vodafone UK is the name Vodafone, other than that the networks are different separate companies.
The only thing you may be able to do is contact Vodafone Business here: Vodafone Business there may be something they can recommend for your employees with Vodafone UK but that would mean UK SIM cards with UK numbers and would also mean roaming charges.

By the looks of it, Vodafone Global (or Vodafone Red for Global Enterprise, I'm not sure if you'd googled the name or not) offer centralised billing and more robust tariffs etc. However, also by the looks of it, you'd need to be classed as Global Enterprise (which I think means more than 500 devices/employees) before Vodafone will even look at you.
It's worth a shot though, I'm getting info from https://www.vodafone.com/business/solutions/mobile-communications/voice-and-data/tariffs and there's a Contact Me button, I imagine that Vodafone UK can't help much as it will be a seperate company that "deals with" all of the other brands etc.
