It's a shame that you're having issues with the connection on your Dell laptop.
I've not heard of any issues with the combination of Vista business and Dell Control Point application. The only thing I have heard is that you can check your firewall settings as some mirrors require that you don't block the HTTP referers, but this is mainly for downloading to control point application in the first place.
If that doesn't help you, I would recommend that you give the Dell support team a call as they are the experts in all things Dell! Their contact number is 0844 338 1000 and they are available 8AM to 8PM Monday to Friday.
