To be honest I'm a little confused by your question, if you have a contract mobile phone and contract dongle then you should have two SIM's. Both contract broadband and PAYG broadband devices have their own unique SIM so you shouldn't have to swap them.
If you are indeed using your phone SIM in the dongle this would suggest you are also using your phones internet allowance which is not designed for mainstream desktop browsing, other than the iPhone our plans tend to include 500MB of usage which is not a lot for a computer/laptop. Broadband price plans however include 3GB or 5GB.
Please let me know if I have misunderstood your question. So is your dongle PAYG or contract?

Oh no! I hope I don't get charged a stupid amount. No, you did not misunderstand my question.
There definiteley wasn't a sim in the packet I received with the post. Was the sim supposed to come in a separate packet and not in the dongle packet itself? Maybe someone forgot to send it then.
I got a contract.
When I connect the usage information states that my limit is 5120 mb which is 5 gb (I think) which my internet contract is on so it seems to be alright.
I am very confused.

That's interesting!
It's impossible to have 2 numbers on the same SIM.
Methinks some investigation is needed here!
