Phone not working in Duabi

Hi, my boyfriend is currently in dubai and his phone is not working. No calls/no signal. Only works via wifi. Every time we go it will not work! Obviously he needs to ring vodafone... problem is no calls are allowed so he cant get hold of them!  I am on O2 so i dont have this problem. 

I have searched the internet and I can see people say Pay as you go wont work in Dubai but he is on a contract so surely it should work? Very frustrating not being able to get hold of him! Thanks

Has he been able to double check that no roaming bars are turned On in his myvodafone?

Can he try manually choosing another network in the phones settings ?

Can he try his SIM card in another phone ?

When I was in Dubai, a few months ago, it was working.

A word of caution, UAE is not on Roam Further and will be charged as per usage.

@Tamsyn02 Has your boyfriend checked that his phone is set up to use abroad? You can find more information on this here.
You'll also need to check there's no bars or restrictions on your account - you can manage this via the My Vodafone app or My Vodafone online.
