cant stop a call being blocked

i'm expecting a call from my bank but a message appears at the top of the screen to say its being blocked and i get a missed call flag.

this number isn't in my reject list.

all reject numbers are unticked

auto call reject is set to off

i've always received calls from this number in the past

what's going on?

I have an answer...

The function that i use to silence ringtones overnight also rejects the call. it doesn't have an option to just mute it. looks like the same with texts so i guess i've lost those too.
