How long does it normally take to get reconnected after clearing an outstanding bill it’s been over 24 hours and I’m still waiting

If you be wafting for a "natural" way, you be wait sometimes more than 24 hours (like in my case). Hopefully to the scrappy and nightmare system, people working behind the useless TOBI are very professional. But don't try to call the center on 03333040191. Year ago they have been on the Moon. Today (19.02.2022) I recognize what they are moved to the Mars. If all voice product offered by Vodafone looks like that call what I had, well... Horrible experience. And watch a date on your bill when you've been paid. In my case was "On or shortly after 24 February 2022". Small glitch they said. So, don't wait this "up to" 24 hours, use the chat. Good luck, you will be needed when you be hit with Vodafone system. "Form over Content". But hopefully technician are very professional.
