Minimum = 10ms, Maximum = 12ms, Average = 10ms

Hi
That ping place is the most obvious and logical to use (yeah me using common sense).
IF it is Washington State, US of A and you drew a broad arc across the UK,
from that point a thick chalk line, virtually everyone would be covered.
So anyone and everyone will be pinging the ""same distance"" rather than popping up in Manchester/London or where-ever your ISP places you.
The percentage difference in distance, per person, is probably less than the average time calculated against best and worst, so the room for error is negligible.
Then you are comparing 'like for like' as in it is better than I got with Virgin Media who varied my point of presence between several cities.
Then you can assess the ping time of a poster against a known value, my 10 ms.

So nothing to do with ongoing network modernisation then *Curious routing to that location from here mind!
Now, are you prepared for the comments from everyone who is butthurt because although they have a more than acceptable ping to that server, theirs is a couple of ms slower than yours!
