Why do itemised bills not show all calls?

03 numbers are non-geographic numbers which should be included in monthly landline or mobile minutes, but not all show up on bills!

They are really important for evidence trails and I ma sure that it the police requested them, they would be provided without question... so why not the initiator of the call?!
