If you have changed your mind and no longer wish to continue with the contract and would like your PAC if the porting process has started, you will need to wait until the number is fully active on the network and all services have transferred. Fortunately, you will have 14 days piece of mind to return the phone and cancel.

As you are cancelling within the 14 days return period, there is no reason why you can't get the PAC by text before contacting Vodafone to make the return. See this link scroll down to the bottom of the page where you will be able to see how to get your PAC by text : How to leave Vodafone
edited to add: You will be billed for the time you have had the contract and you need to make sure Vodafone have received the return and you have received a 0.00 bill as your confirmation the contract is cancelled.
