This does sound bizarre! Have you tried the following?
- Pop the SIM into a mobile / another USB modem to test your connectivity?
- Tried in a different location?
- Tried to disconnect/reconnect (repeat if necessary) a few times?
- Tried 2G only? 3G only? Is there any difference?
- Disable your firewall and try a different browser?
Also, how long has this been going on for? I'm building in my mind some possibilities, and if you could answer the above curiosities, I'm confident we'll get to the end of this!
