There are a couple of known causes for this type of problem. My first recommendation would be to upgrade to the latest version of Vodafone Mobile Connect if you haven't already
If you're still getting the same problem, go to Control Panel > Admin Tools > Services
Make sure you can find both the "Telephony" and "Remote Access Connection Manager" services in that list, and that both are showing as "Started". If they don't, go into their properties and start them manually - then re-test the connection.
