I have a new Sony Experia C5, dual Sim, and this will not connect to my Sure Signal 2 - the phone is set to use LTE/WCDMA/GSM .
I have de registered the mobile number from the Sure signal and re registered - but the phone will not connect

It may also be worth trying a different power supply with the SureSignal (Version 1 & 2 ), as there have been some reports of replacement power supplies solving the issues. Even if lights / power are showing. They are available on eBay for around £10.
From member cineriv "But firstly, have a look around for a suitable unit with a 12 Volt output @ around 1.5Amp capacity that you could 'borrow' to prove the fault. Suitable units can be found on external hard drives, monitors, printers, routers etc.etc."

The Sure Signal operates using a 3G connection. Your phone should have a network setting for 3G only, try changing this from LTE/WCDAMA/GSM to 3G only.
You may find the phone will connect to the Sure Signal and stop latching onto the 4G and GSM signals.

Everything that you've posted looks fine and suitable for the Sure Signal.
I can see there's been a connection in the early hours today and the lights you describe mean the Sure Signal is ready to take calls.
Please try the steps suggested by both @AnnS and @BandOfBrothers.
