my mum has a sim only contract, but her phone has broken can she upgrade with getting a mobile as well as sim

Your Mother would be able to take advantage of the flexible upgrade option and upgrade with a phone, this will be with a 24 month full contract. 

If your Mother does not want a full contract, it may be better to purchase a phone at her own expense and carry on with SIM only.
