SIM CARDS

We have received 2 x new sim cards. However we do not know which card is for which phone.  One is a new phone.  The other is a sim card for an existing phone. Can anyone help.  It is not clear on packaging or emails.

I have a Vodaphione account in Qatar using an sim on an iPhone 12. I can make calls/send texts from Qatar to Uk with no problems but cannot do this from UK to Qatar. An suggestions to help resolve this ? Thanks
