Though I have never been a business, seems like I have been put on a business account (looks like when upgraded previously and seems to have been done to get me a better deal but wasn't aware) and cannot use my Vodafone or upgrade in store. Same with any number on my account. How do I move to a personal account without being penalised. It is very frustrating. Thank you!

Complete and submit the change of ownership form from the website here: Transferring your number/agreement @richlb or call the Change of Ownership Team on191 and they will get the account changed to personal.
edited to add additional information:
You would probably be on a Evo business contract. When you complete the TOO form or contact the Team through Customer Services, Vodafone would only be able to transfer the airtime part of the contract, the device part of the contract is a credit agreement.
