It may just be a glitch.
Also ask the person your ringing if they have any mast issue's where they are living.
I would suggest to check any relevant settings in your call settings in your phone and then have a look in your myvodafone settings @Kaze

This basically means the network can't find the number or there is a restriction on the account. It would also be helpful if you mentioned the tariff you are on and if you were PAYG or contract and if were able to make international calls previously.
Depending on the country you are calling, to save you money it would also be worth adding an international calling extra here: Vodafone Extras

Thank you for your reply - i have a unlimited max plan with an extra for additional international call minutes. I was able to make Intl calls up until two days ago.

If you're only having difficulty calling international numbers @Kaze, it's unlikely this is a network issue. As this would affect your connection to our network. If you're able to call UK numbers, send text messages and use data, your connection is fine.
As @BandOfBrothers advised, check there's no issues at the recipients end and the number is correct and includes the international dialing code. If all this is correct, do you have any of your additional international minutes left, if not and you have a spend manager limit set up on your account, the cost of the call may exceed this and would cause the call to fail. You can check these through your My Vodafone account online, or through the My Vodafone app. If you've checked and these aren't the reason your international calls are failing, pop our Social Media team a message and we'll be happy to take a closer look into this 👀
