Vodafone Iphone NUC to Unlock

Hi 

I have filled in the unlocking form 5 times for it to be rejected and stating the IMEI is not one where Vodafone are not the provider.

My iPhone SE was originally from Vodafone in 2016 and I’m now moving networks. 

Ive contacted Apple and they said I need to request the  unlock through Vodafone. I’ve had numerous online chats and emailed the resolution team and I’m still not getting anywhere. 

 I need my phone unlocked to be able to use it. Please help.
