Recently there has been at least one osimilar thread's to yours @CupOfCoffee where for some reason a Vodafone Payg account has been showing being in arrears.
Pay-as-you-go/Arrears-shown-on-PAYG-account-All-enquiries-hit-dead-end.
This does sound like a system glitch.
Please contact Vodafone Customer services via…
They'll get this sorted for you.

Contacted Customer Service via online chat 3 weeks ago and was assured and promised that the issue will be resolved within 2 weeks.
For results after 3 weeks see screenshots below:
Note the buttons "Pay bill now", "Make payment" and "Pay now" are enabled.
