Mobile Hotspot data speed on pay as you go 1 plan

Are the download/upload speeds capped on pay as you go plans? I need to use a mobile hotspot and I need at least 4mbps download and 2mbps upload speed. What is the download/upload speed for the pay as you go 1 plan?
