Account arrears

I have arrears on my account through billing date issues and have done now since last year. I have e called Vodafone numerous times as it has gone to collection agents and they have them had for a short period and sent it back although it was agreed 4 weeks to sort income and expenditure out. I owe the money and want to set up a payment plan o have tried and tried to find out who owns the debt and every time I call I get told it’s with tax prime I get given different phone numbers some go to different collection agents some go to numbers that are not being answered any ideas from anyone how I can sort this.
