So this is a little long winded but I need some advice.
I originally took a red 25 xtra plan in April last year. In October I changed to a 50gb plan as I work in france and Belgium with no broadband access for 2 weeks a month.
Again, this turned out to not be enough and in January I took a unlimited plan out.
At the time there were no roaming charges but subsequently they appeared with the added price on top of the RPI. I simply couldn't afford this 66 a month that was raising to 72 plus the two week roaming pass at 16.
In Feb I contact via chat vodafone, I was told that my plan did have roaming. The next day, I saw a 2 pound charge so I contacted them again. This time I was told I don't have roaming but I could change my plan on 21st April (early upgrade date) to incorporate roaming.
I contacted Vodafone on Thursday to tell them basically because of the increase of 200 a month on my utility bill and fuel at 80 pound a month, I would need to arrange the change ASAP. I was told I can't which was fair enough until the 21st and then told I had to take a higher price plan as they wouldn't let me take a lower price tariff. I told them of the transcripts and they confirmed wrong information given on different occasions.
I was then offered 100 pound but I declined and went through to customer relations who laughed at the 100 as they said this was impossible. I was offered nothing from this point even though I was practically begging as I didn't want to default.
I was told to pay 830 to leave. I was told they can do nothing to help. I hve 3 lines, an emergency service discount of 15% and been with them for 15 years!
So my question finally! Is all the false information breach of contract? Would it be worth selling my S21+, paying the difference and just moving to EE for 23 pound a month?
Sorry for the long one.

Extra plans certainly give you roaming.
I suspect your problem here is Vodafone apply a 25GB FUP cap on monthly roaming data and it would be impossible to go over the 25GB roaming allowance. There is further information on this here: Extra Plan Benefits .
When you change the plan, it is impossible to go back to the original plan and pay less on a monthly basis. Unfortunately, unless you have taken an Evo Plan and pay off the device plan, this would immediately end the airtime plan and it's unlikely any of the reasons you mention would entitle you to terminate without paying the ETF.
If you are going to be abroad for two weeks a month, you could do with a data SIM for the country, this would take care of your data usage for each two week period.

My main complaint is that I was miss advised when I changed. I have the transcripts of all of the discussions when changing. I was told it had roaming and it doesn't.

I have no roaming. I have to pay two lots of 8 pounds for my two weeks. That's what they have said and again it's in the transcripts.

They said I can't go back to original plan with roaming and if I cancel, even 14 months into the contract, I need to pay them 750.
I have 3 lines and one is up at the end of the month so that'll be cancelled. The next one is August and that'll be cancelled too but my one I can't so anything about.
With their about RPI increase and the roaming charges, I'm 22 a month worse off. I simply can't afford it
